the average high is 73. off and on light rain showers and drizzle. you might be able to sneak by without your umbrella today. the temperatures will jump around going into the weekend. >> we are tracking a couple of accidents. westbound 50, we're dealing with an accident approaching rich 8. the left lanes are closed. that is having a big impact. -- approaching route 8. to 95 southbound -- 295 southbound, there is an accident there. 12 minutes on the west side. eight minutes to get you over to the j.f.x. from 795. there is the accident. two left lanes closed approaching route 8.

we switch over to it live view. it looks good on the highway. that is the latest on traffic pulse 11. >> budget cuts could take a huge amount of funding from solvent those crimes in baltimore city. greg news of a dog attacked by machete is only adding to the concern. this is crucial for public safety. jennifer franciotti is live with more details. >> the animal abuse task force is worried about those budget cuts. they say it is about public safety. this dog was attacked with a machete on tuesday. the attack was severe. police say a mentally challenged neighbor is to blame. >> we need to wake up and

recognize that. >> the task force was formed last summer after this pit bull was set on fire. there was a community outcry. this has progressed through the court system. that is because the city's 13 animal control officers are overburdened. >> animal cases whenever be prosecuted. quest $300,000 in budget cuts would multiplied the problem. they receive 33 animals a day including victims of the extreme abuse. now they're trying to track complaints through 311 calls. >> we implemented a system where these cases can be monitored so police officers know where the

hot spots are. >> the goal is to have lawmakers make changes such as any police officers to these cases. the city council is expected to vote on the new budget in june. et al. control cuts will be restored if the new tax proposals passed. jennifer franciotti, wbal-tv 11 news. >> crews are hoping to try a new method to stop the leaks in the gulf coast. underwater video has finally surfaced. we have the latest from our washington bureau with kate amara. >> more than four million gallons of oil have spilled out and now we know what that looks like. this is the first video showing the spill at its source. it is coming out of the busted pipes.

now back to tony pann. good morning. >> we are off to a foggy, drizzly start on this thursday morning. we're going to say good morning to sandra shaw who is talking about one of the many preakness week festivities, the hot air balloon festivity. >> the fog is killing us this morning. if you cannot see because of the flock, you'll have an issue in a hot air balloon. there are four ascensions. there is one schedule tonight. it may be ok for that. there is another one tomorrow morning at 6:30 and another one on saturday. the annual preakness balloon festival. you have the dream start. we will be setting this up

throughout the morning. you do this every year. >> it is a rare event to say hot air balloon in the sky. we are looking at down on everything. >> it feels like probably nothing else does.
